Okay, so I didn't really make the rack. It's just something that has been lying around the house and wasn't used in a long time. So I decided to give it a little make-over just so it would look girly.

All I used for this project is a paint brush, white acrylic paint, glue, and glitters. First, I painted the whole rack white and covered it in three coats. Once the paint was dry, I brushed over some glue diluted in water and sprinkled glitters all over the rack. I let it sit for a few minutes until it was dry and tah-dah! I have an old newly-revamped rack which I used as a necklace organizer.
